Malloy Lays Down The Laws

At the beginning of the mid-day watch from 10am to 6:30pm last Thursday, an event occurred that Officer Jim Reed would wish he had never witnessed. But he had and, being the type of man and police officer he was, he had to report it. He had witnessed a brother officer taking a bribe from a well-known drug dealer. Reed and his senior partner Pete Malloy, after asking for a code 7 and being given permission to do so, entered their favorite fast food restaurant. Once their meals were ordered, Reed excused himself to use the washroom. In order to get to the washroom, Reed had to go down a long corridor and past the loading dock door. It was as he was passing the door on his way back to the table, that he witnessed Officer Mark Hartford taking money from Tony Brown. Transfixed by what he saw, Reed didn't pay attention to where he was walking and banged into a packing crate lying on the floor. The noise alerted the two men. Hartford looked up and made eye contact with Reed. Brown, for his part, took off running.

Hartford approached the young officer with hatred in his eyes. "Listen Reed! If you say anything about what you just saw, your career will be over!"

Reed just stared for a few seconds at the ten-year veteran of the LA Police Department, then turned on his heel and went back to the table.

"What took you so long?" Malloy asked. "I was about to send out a search party for ya."

Reed looked into his partner’s green eyes and mumbled, "I wish you had."

The two men had been partners going on four years and had grown very close. Not as close as Malloy, who was eight years Reed's senior, would like but that was another story. In many ways Reed, who was twenty-four years old, was still very naive about a lot of things so Malloy didn't want to scare the kid in his true feelings for him. At least, not at this time.

Malloy could sense that something had happened and his tuition was right when he saw fear in Reed's deep blue eyes. "Okay, partner. Spill it! What's wrong?" He asked.

Reed struggled with his thoughts for a few minutes, but he trusted Malloy with all his heart and soul. He relied on his partner’s judgement and opinion, so he told Pete what he saw in the alley and how Hartford had threatened him.

"Jim, you have to go to the brass about this."

"I know Pete, but I'm afraid. Hartford had such hate in his eyes."

"Don't worry, buddy. I'll be with you every step of the way and, Jim, if you don't do the right thing and tell, it will just eat you up inside. That's just the way you're built."

"I know you're right Pete, but it doesn't make it any easier. So you'll come with me to see Mac?"

Mac was Sgt. MacDonald their Watch Commander.

"Hey, partner. You know I will."

Reed felt a sense of relief at Malloy's words of encouragement. As he looked at his partner, he also felt other emotions growing inside of him that left him a little confused.

When they returned to the police car, Reed picked up the radio mike. " This is Adam-12 requesting a 6 to the station"

A soft female voice responded. "Roger Adam 12, code 6 to station time 13:40."

"Roger. Adam-12 out!" Reed responded.

Reed was very nervous on his way to the station. He kept bouncing his left leg up and down and clearing his throat. Finally Malloy couldn't take it anymore. He took his right hand off the steering wheel and placed in on Reed's leg to steady it. The touch of Malloy's hand served as a tranquilizer. Without a second thought, Reed placed his left hand over Malloy's. "I'm sorry Pete, I'm just nervous"

"I know, Jim. I'd be too. Let's just take this one step at a time alright?"

"Ya, Pete. Whatever you say."

Sgt. MacDonald listened intently to what Reed had to say. He interrupted him a couple of times to ask specific questions, but mostly he just listened. Malloy remained silent, allowing his partner to say what had to be said.

"All right, Reed," MacDonald stated at the end of the report. "You know I'll have to talk to Hartford about this to get his side of the story."

"Yes....sir."

Malloy could hear the trembling in Reed's voice and placed a reassuring arm around his shoulder.

"I'll do my best to keep this on the QT, but you know how rumors start around here. So watch your back!" MacDonald warned the young officer.

"Don't worry, Mac. I'll keep a close eye on him," Malloy answered.

"I have no doubt about that, Pete," MacDonald responded. The two men were friends for a long time. There wasn't too much they didn't know about each other, so it didn't come as a shock or a surprise to MacDonald when Pete confided in him about his feeling for his young partner.

A couple of weeks had past since Reed 's initial report to MacDonald. As per department procedure, the investigation of wrongdoing was in Internal Affair's hands. For the most part, Reed's fellow officers treated the whole matter as just part of the job. However, there were a few of Hartford’s buddies, as well as his partner, who gave Reed a hard time every chance they got. This was mostly when Malloy was out of sight and hearing distance, which didn't happen to often. Malloy hardly ever left Reed alone, especially after the news of what went down circulated the station. Malloy knew from experience how vindictive his fellow officers could be if they felt betrayed.

Unfortunately Malloy couldn't watch Reed 24-7. One night during shift 1, from 11pm to 7:30am, Reed and Malloy were transporting a DUI suspect to the station when he got sick all over Reed, just as they were entering the station parking lot. Reed headed for the showers and Malloy told him he would be right there, after he found someone to book the man.

"I'll be alright, Pete. Go ahead and book him yourself. He's our collar."

"Are you sure?"

Reed, who was starting to get a little annoyed at being treated like a baby by his partner, assured him he would be fine and proceeded towards the locker room.

Reed stripped quickly and jumped into the shower. He didn't dilly dally because he knew if he was more that ten minutes, Malloy would come storming in with guns blazing. He had just finished drying himself off and had slipped on a clean pair of shorts when he heard a voice from behind that caused him to stiffen in alarm.

"Well, well, well. If it isn't Officer big mouth! Where's your shadow?"

Reed turned around slowly to see his worst fears confirmed. Hartford and a few of his buddies were standing in a semi-circle in the middle of the locker room.

"Hey, Charlie. He's a real cutie, ain’t he?"

"Ha, ha, ha. He sure is, Mark. It's a shame to have to mess up that pretty face!" Hartford's partner, Charlie Hodge, took a step towards Reed and was followed by the others. Reed shrank back against the lockers, looking for a way to escape. Hartford and the others circled the bench in front of and on both sides of him.

"Please don't!" Reed pleaded, feeling a sense of helplessness and terror wash over him. Hartford, in a lightning quick move, reached out and gave Reed a slap on the backside. The others laughed as Reed jumped and yelled, "OWWW!" Hodge reached out and grabbed Reed between the legs and squeezed until Reed fell to his knees in pain.

"No, No. Please don't do this... I'm begging you!"

"Hey, boys. Did you hear that? He's begging us. Let's really give him something to beg about." Hartford gave the order and the men began to beat up on Reed. He started to cry for help but was silenced by Hartford's big hand slapping him hard across the face.

"Hey, Mark!" Hartford's partner piped up. "Why don't we teach him a real lesson and take his ass?"

"Do you mean what I think you mean, Charlie?" Hartford asked.

"Mmmm, ya! Let's screw him, since he screwed you when he squealed."

"I like it!"

"Oh, God. NO...NO. Not that! Please, DON'T!" Reed cried out. He tried to fight but was lifted to his feet and grabbed from behind. He felt his shorts being pulled down as Hartford moved behind him. Reed started to shake when he felt his ass cheeks being parted.

"I bet you're real tight, aren't you sweet cheeks?" Hartford asked as he started to place a finger into Reed.

"I suggest you get your hands off him. Right now!" said a low, deep voice from the doorway.

Hartford jumped when heard Malloy's voice. "This ain’t none of your business, Pete, so back off."

"Anything that concerns my partner, IS my business." Reaching for his gun, Malloy repeated, "Let him go and all of you get the hell outa here before you're all put in front of the review board."

Hartford loosened his grip, which allowed Reed to wrench himself away, only to stumble into Charlie Hodge's arms.

Malloy turned his angry stare towards Hodge. "If you don't let him go Charlie, you're going to be singing soprano in the department’s barber shop quartet." Malloy unholstered his weapon.

Hodge stiffened in fear. He let Reed go, then moved backwards to grab Hartford and drag him along the lockers. "Hey man, take it easy. We weren't really going to hurt the kid. Just scare him, honest!" With those words all the men ran out the back way.

Malloy followed their progress, waiting until he heard the door slam at the other end of the locker room. He glanced back at Reed just in time to see his partner’s knees buckle and fall forward.

Reed heard the door close, but he couldn't quite believe he was safe. His body began to shake and then he felt himself falling. If it hadn’t been for Malloy's quick movements, he would have pitched to the floor.

Malloy wrapped his arms around him and felt the deep spasms rocking his lean frame. He lifted Reed and sat down, cradling him on his lap.

Reed couldn't stop shaking. His mind was blurring and, at first, he did not really feel himself being rocked like a baby or hear his partner's cooing words of comfort in his ear. Eventually he allowed himself to be comforted. That's when the tears came. He gave up trying to control them and just sagged against Malloy, clutching him tightly as he cried into his chest.

Malloy's heart broke at the sound of Reed's sobs. He stroked his back and hair, cooing to him softly. Finally Reed's sobs started to fade until all there was left was sniffles and hiccups. Malloy slid a finger under Reed's chin raising it to meet his eyes. "Feel better?" He questioned gently using a thumb to wipe the remaining tears from his cheeks.

Reed blushed deeply in embarrassment. Not only for his breakdown, but, for the fact, he realized he was naked. "I'm... I'm fine, thanks." He mumbled, withdrawing his arms from Malloy's shoulders, then standing up to grab and put on his shorts in one swift movement.

Trying to let on he didn't see Reed blush, Malloy asked, "Hey, partner. We didn't have any breakfast. Do you feel like eating?"

Reed was thinking of saying no but his growling stomach gave him away. Then blushing again, he stated, "Ya, I guess I could use a little something."

"Great! I tell you what. It's the end of shift and, since your wife is out of town, why don't we grab something at my house? That’s after we swing by your place so you can grab a few pieces of clothing and stuff."

"Why would I need that?"

"Because in light of what just happened here and, because Jean is out of town, you're moving in with me for a few days and I don't want to hear any arguments about it?"

Relieved at Pete's suggested, Reed just nodded. "Pete, are we going to tell Mac what just happened here?"

"Do you want to?"

"No, not really. That's something I'd like to keep between us for now."

"Sounds good to me, partner. Now, finished getting dressed and let's roll."

When they arrived at Reed's house, Malloy accompanied him into the master bedroom to help him pack a few items. He noticed that a lot of Jean’s clothing and personal items were missing. A lot more than there should be for just a short visit to her sister’s. He also noticed most of the baby’s things were gone as well. He decided to keep his observations to himself for now. Reed had been through enough for one evening.

Reed, for his part, realized Malloy noticed all the missing items but, since Pete didn't bring it up, for which Reed was grateful, he didn't say a word either.

Jean wasn't just visiting her sister. She had taken their son, James Jr., and left him. Things hadn't been good for them for awhile now. Jean noticed a change in her husband since he graduated from the Police Academy and began riding with Peter Malloy. The change was gradual at first, but lately Jim had been talking about Pete all the time. The straw, that broke the camel’s back, happened one night when they were making love and, in the heat of passion, Jim called out Pete's name. Jean left him the next afternoon. Reed came home to an empty house to find a note on the kitchen table. He carried the note in his wallet. He didn't know why, but he couldn't throw it away. He had taken it out and read it so often, the paper was all creased and the writing was wearing out. It didn't matter as he had memorized the words.

Dear Jim:

This isn't easy to write. As a matter of fact it hurts like hell, but for the sake of our son, I feel it must be said. I love you Jim, but that's not enough. You need someone stronger in your life. Someone who can help you get out of those moods you get into. Someone with whom you can share your on-the-job experiences and that someone is Pete Malloy. I know you love me and you love our son but, Jim, you have to admit it to yourself: YOU'RE IN LOVE WITH PETE! I've always suspected you were attracted to men, but I also understand your reasons for being unable to be true to yourself, and of course I loved you so much I married you thinking I could change you. Unfortunately, like so many women in my position, I was wrong. I know you really tried and for a few years we were happy. Then Peter Malloy came into your life, into our lives, and changed everything. Jim, for your sake, I'm stepping out of your life so you can be with Pete. Don't let him get away and don't risk your real chance for happiness. I will never deny you access to our son. I hope we can work out our feelings so we can at least maintain a friendship, like we had in high school, but for now we should not have contact with each other until you've settled things with Peter. Take a chance with him, you may be pleasantly surprised at the outcome.

The note was simply signed ‘Jean’.

Reed didn't realize he had zoned out until he heard Malloy yell.

"Reed! For the third, time where do you keep your toiletries?"

Shaking his head to clear it, he turned to his partner. "I'm sorry, Pete. My mind was somewhere else. They’re in the lower cabinet in the bathroom."

Malloy just nodded and went back into the bathroom. He came out with a shaving bag and threw in on top of the clothes and other items Reed had thrown into a duffel bag. "Okay, partner. Let's roll. I'm starving."

Reed quickly zipped up the bag and followed his partner out the door. After a quick stop at the corner market for a few groceries, they headed for Malloy's place.

Malloy lived in a one-bedroom bachelor apartment managed by a little old lady, Mrs. O'Brien. Pete was very fond of her and suspected she felt the same for him, although she came across as a gruff old lady. It had all the essentials of home: bedroom, bathroom, combination kitchen-dining room and, of course, a den.

"Throw your stuff on the bed for now Jim, and you can settle things after we eat."

"Thanks, Pete," Reed mumbled on his way to the bedroom. Malloy noticed how Jim hung his head and how his shoulders slumped. ‘Poor kid,’ He thought. ‘If only I could make him feel better....if only!’

"Hey, Pete. This is a nice place," Reed exclaimed as he came into the kitchen.

"Thanks! It suits my needs. Look, why don't you make yourself useful and beat some eggs while I cut up these vegetables. I'll make us my special Spanish omelettes."

Reed reached for the whisk and, from under his eyelashes, he sneaked a peak at his partner preparing his part of the meal. He became so flustered from watching his partner, he grabbed the electric mixer and hit high speed just as he placed it in the bowl. His actions caused the eggs to go flying all over the walls, cupboard and ceiling.

"Jim...Jim! Turn that mixer off!" Malloy shouted.

"What?" Reed turned to hear what Malloy was saying to him but, unfortunately, as he turned he pulled the beaters out of the bowl, still going at high speed. The eggs that were clinging to the beaters began flying all over the place and most of them landed all over Malloy. Pete had egg in his hair, on his shirt and a tiny drop of white foam was dripping off the end of his nose.

"Oh my God, Pete, I'm so sorry," Reed exclaimed when he finally managed to shut off the mixer. Then he just burst out in laughter. He began to laugh so hard he slid down the cupboard and onto the floor.

"Oh, Pete. Ha, ha, ha. If only the guys at the station could see you now. Ha, ha, ha."

Malloy didn't find it amusing. He grabbed a paper towel and proceeded to wipe himself off. "Very funny, partner. Look at this mess, not to mention our dinner is all over my walls."

Reed kept laughing until he detected a warning tone in Malloy's voice.

"Get off the floor and clean this mess up, or else."

"Ah... or else what, Pete?"

Malloy got a twinkle in his eyes as he smiled down at his young partner. "Or else, I'll put you over my knee and give you a well-deserved spanking!"

"You're not serious.....you wouldn't dare!"

"Keep sitting on the floor and you'll find out!"

Reed, who could win a medal for stubbornness, remained on the floor daring Malloy to carry out his threat.

Malloy knew he couldn't back down now. So being used to handling suspects, he moved quickly, grabbing Reed by the shirt collar and, with one swift motion, he had Reed on his feet facing the cupboard. Malloy grabbed the wooded spoon lying next to the cutting board and proceeded to give Reed three playful taps on his behind. Although he was careful not to hit him to hard, the smacks still stung enough to make Reed yelp. Malloy then turned Reed around to face him.

"There! You see what happens when you disobey my orders." He put on his best ‘scolding’ voice. "Now grab some paper towels and help me clean this mess up."

Reed reached behind and gave his backside a quick rub. "That hurt!" he pouted.

"Oh, it did not. The only thing hurt was your pride. Believe me, if I would have wanted it to hurt, it would have!"

"Pete." Reed spoke after a few seconds of silence. "I'm sorry about the mess and I'm sorry I laughed."

"I admit I must have looked kinda funny standing there with egg, literally, all over my face." Malloy chuckled as he ruffled his young partner’s hair.

"Ya...but I'm still sorry. Will you forgive me?"

"Ya..I forgive you. Why don't you finish up in here and, after I change, I'll order in a pizza."

"Pete...."

"Ya."

Unexpectedly, Reed flew into Malloy's arms and began to cry. Soft tears at first, then loud sobs as the secure feeling of Malloy's arms enveloped him.

"Pete.....Jean left me."

"I had a sneaking suspicion when I noticed most of hers and the baby’s things were gone. If you don't mind me asking, why did she leave you?"

Reed struggled to find the right words, then came to a decision. He pulled away from Malloy, reached in his wallet and took out the note.

"This note says it best. Please read it and then, if you're still speaking to me afterwards, I'll be in the den."

As Reed left the room, he looked back. He could see the intense look on Malloy's face as he read Jean's note. He said a silent prayer that Pete felt the same way he felt himself.

It felt as if days had passed, as Reed waited for his partner to enter the den. His heart was pounding so hard he was sure it could be heard all over the neighbourhood. Finally the door opened and Malloy entered the room. Reed started to stand but his partner motioned for him to remain seated.

Reed was stunned to see tears in Malloy's eyes, as he sat down next to him. In the four years, in which Jim had been riding with Malloy, he had never seen him cry. He had seen him choke up after a child had been injured or a fellow officer was in danger, but he had never seen actual tears in his eyes.

"Oh God, Pete. What's wrong?" Reed asked, expecting the worst.

"Jim...Jimmy...nothing is wrong. In fact everything is perfect. Do you know how long I've waited for this moment? FOREVER! You see, Jimmy… I'm gay..."

"But....." Reed interrupted.

"I know I don't act it and I’ve hid it very well...in the line of work we're in, we have to. Mac knows and that's about it"

"What about your own partner?"

"That's just it! Jimmy, he was my partner in every sense of the word."

"You mean?"

"Ya, that's right. We had a very special relationship and I'll go into that later, but right now all I want to do is this!"

Malloy placed his hand behind Reed's neck and pulled him forward. He lightly brushed his lips over Reed's. He captured the bottom lip between his teeth, flicking the tip of his tongue over the surface, moistening it before releasing it and doing the same with the upper one.

Every thought of Jean promptly fled Reed's mind as he felt his partner’s tongue sliding along the seam of his lips, seeking entry. Heat grew in his belly, spreading down. Without another thought, he parted his lips in invitation and Malloy wasted no time in taking advantage of it. Reed moaned as Malloy’s tongue speared into his mouth.

Malloy raised his head slightly. "Give me your tongue, Jimmy," he murmured.

Reed eagerly obeyed, sighing as Malloy drew it into his mouth, raking the edges of his teeth over the sensitive surface before suckling on it with deep passion.

Malloy finally removed his mouth from Reed's but proceeded to work his way over the smooth vulnerable throat, sucking on the pulse point in the hollow of his neck. He slipped his hand to the front of Reed's shirt, and then slowly, as he unbuttoned each button, he kissed each area of exposed flesh. When the shirt was wide open, Malloy moved his mouth to one nipple to another making each bud hard.

Reed arched his back in pleasure with his fingers entwining in Malloy's hair, holding him close.

"Ah....ah...Pete!"

"You like that, Jimmy?" Malloy asked, his green eyes glowing with passion.

Reed nodded.

"Do you want me to stop?"

"No...please... don't!"

Malloy laughed as be bent his head to scatter kisses down Reed's torso. He paused to trace his fingers over Reed's crotch. "Does this feel good, baby?" Malloy asked, as he squeezed Reed. "Tell me, partner. Tell me how much you like what I'm doing!"

"AAAHHHH… God, Pete!" Reed whimpered. "It feels great! OOOOOOHHHH!"

"You want more?"

Reed answered with a kiss.

Malloy undid his partner’s belt and button, slowly and teasingly pulled down the zipper, then hooked his fingers in the waistband and tugged the pants and shorts down over Reed's hips and thighs all the way off, until they lay in a heap on the floor. He moved his head down, until his mouth reached Reed's hard member, and proceeded to give his partner the best oral sex he had ever encountered.

Reed orgasm shook him to the very core and, placing his hand over Malloy's, he helped his partner reach his own pleasure. With tears of pure joy and pleasure in his eyes, he fell into Malloy's arms and the two men just lay there in the warmth of each other's arms until they regained their composure.

About thirty minutes passed without either man saying a word. Finally, Malloy pushed Reed away and sat up.

"Jim, there is something serious I have to discuss with you. After you hear me out, you will have to decide if you want our relationship to continue. I believe in a discipline relationship. What I mean by that is….I live by a set of rules and I expect my heart-partner to follow the rules. My old partner had a tendency to act out on occasion and get worked up over certain events. The only way to control that was to discipline him either by time-outs or, if the situation warranted it, a spanking. I've seen you in certain situations where you could have used a bit of discipline, but I didn't carry it out because you did not belong to me. Now I feel you've given yourself to me, but in order for us to move forward you have to be willing to agree to my set of rules."

Reed didn't say anything for several minutes. He was trying to absorb what Malloy was telling him. He got dressed and sat back down next to his new lover. "Would I have a say in what the rules would be?"

"Of course, Jimmy. Our relationship would not be one of a dictatorship, but it would be the same as it is in our professional life. I'm the senior partner and I make most of the major decisions and take responsibility for your well-being."

"Well, Pete, you've never let me down there and I do admit sometimes I do feel myself loosing control and I don't know how to handle it, so maybe your way is what I really need." Reed snuggled up against Malloy once more, then taking a deep breath he asked Malloy for circumstances in which he would be disciplined.

Rubbing Reed's back in a comforting gesture, Malloy proceeded to give Reed examples of what would constitute a disciplinary action and what level of punishment.

"Rule number one. When you sulk over certain situations, like always having to answer call-ins for unwarranted parking tickets; or being unprofessional when we respond to a call, you will have to stand in the corner for an pre-determined period of time, to think over how your actions affected your day and mine. You may even have to write lines on why you shouldn't have acted the way you did, understand?"

"Yes sir!" Reed answered respectfully.

"Fine! Rule Number two. If you ever pull stunts like you did on our first day we rode together. You remember when I told you to stay behind that tree, and you decided to take matters in your own hands, and nearly scared me to death? Or, like last month, when you decided to go into that warehouse before proper backup arrived and put both our lives at risk? When we arrived home, you would get a sound spanking on your bare butt with my hand or a paddle, depending on the seriousness of the situation. Do you understand?"

With eyes downcast, Reed nodded in the affirmative and, after some deep thought, he pulled away from Malloy to look deep into his green eyes. What he saw there made him realize this was the type of relationship he wanted and needed. He saw so much love, caring, understanding and assurance as well as respect. He threw his arms around Malloy's neck and, placing soft warm kisses all over Malloy's face, he answered, "I understand, Pete, and I agree with this set of rules and I promise I will do my best to never let you down and be the best partner you ever had!"

Malloy began to laugh. "Hey, Jimmy. I don't expect you to change your whole personality to try to please me. That's not what the rules are about. They’re just set up to help you handle situations and make life easier for you and, in turn, life will be better for me, too."

"Okay, Pete. I think I understand, but you'll have to be patient with me. Right?"

"Aren't I always, Junior? Aren't I always?"

"Ya, I guess you are. Ah, Pete....have you ever had to be disciplined?"

"Why do you want to know that?"

"It will help me to know that you understand what I'm going through."

"I'm not sure I understand what you mean, but to answer your question; yes. I have been disciplined. Not often, but remember, I was a green rookie once myself"

"Who spanked you? Was it Mac?"

"Very observant, Junior! Yes, it was Mac. It helped me, so I know and understand it will help you."

"I'd love to hear that story, Pete."

"Maybe someday, but not at this time. Right now let's go to bed and give me the chance to really make you mine, if you think you’re ready for that next step."

"Oh, Pete. I'm more ready than mere words can express. Take me and make me yours."

With those final words, Pete led Jim into the bedroom to begin their new life together.
